Sonator Owen, debating the Currency Biil, said that tho bank reserves were largely concentrated in New York, whero tlioy woro loaned for the purpose of Stock Exchange speculation. He argued in favour of the formation of Federal reserves,which would enable tho banks to withdraw their funds from tlio Stock Exchange, which had become tho most gigantic gambling establishment in the world.
