1 PEKING SPIES SUSPECTED; By TeleKwh-Press Association-OoDyrisrM Shanghai; November 21. A reign of terror prevails in Shanghai. Thero have been four murders and eight attempted murders, in sis weeks. The assailants in each case escaped; Foreigners, believed to bo Peking spies, committed the murders, oiving to a report' that former members of the KuoMink Tang were organising a band with the object of killing the President, Yuan Shih-Kai, and the military leaders. A crisis is feared should the Poking Government continuo its present methods. 1 '
