A proclamation htis been issued by the Govornor-in-Omincil, directing anyono travelling from New South Wales to sign a guarantco to report himself to tho authorities if suspicions symptoms appear. This obligation will take the place of compulsory vaccination for inter-State travellers. The Federal Government has not taken any action yet in tho matter. (Rec. November 22, 1.5 a.m.) Sydney, Novembor 20. No smallpox cases were reported in tho city to-day.
