Ottawa, November 20. ■ Colonel Gaudit, head of tho Quebec Arsenal, has been retired owing to all ammunition defect scandal. Twelve million rounds of ammunition were found to be'defcctivo, and it was necessary to melt the material of a million and a half cartridge cases. Stock had not been taken at the Arsenal for thirteen years. The shell factory, established years ago, has never produced a single shell or correct dimensions. Tho condition or the machinery necessitates the closing of the factory.
