MORE OBSTRUCTION. BANK OF NEW ZEALAND BILL. THIRD READING DEBATE. THE MINISTER REPLIES TO CRITICISM. PAY OF SANK CLERKS. The Legislative Council met at 2.30 p. in. Tiio Hon. Sir Wm. Hail-Jones presented. the report of the Tramways • Amendment Bill Committee, 'l'ho report recommended that the Bill be allowed to proceed with certain amendments suggested by the committee. On the motion of the Hon. H. B, 8011, the report .of the Native Affairs Committee upon the petition o£ Ngamako te Itango was referred back to the Committee for further considoratioa. The Railways Authorisation Bill (the Hoii. H. D. Bell) was received from tlio House of Representatives and read a first time. The Hon, J. D. ORMOND moved:— "That the report of the Agricultural, Pastoral, and Stock Committee upon the Stallions Bill be agreed to." Some of the grounds of the motion were that the Bili was unsatisfactory, because it did not apply to all breeds of horses, and because the certificate to be given, if the Bill passed, omitted diseases which had to i» mentioned in the certificates required for horses going to India —one of our best markets. The motion was carried. The Shipping and Seamen Amendment Bill (the Hon, H. D. Bell) was com-, mitted, and after certain clauses had. been passed progress was reported. The Temporary Employees Bill (the Hon. H. D, Bell)' wa.s committed, reported with amendments, read a third time, and passed. Tho Council adjourned at 3.15 p.m.
