This measure is designed to. meet the ease of 'those . temporary clerks who. were in. the service at the time of the coining into operation of the Public Service Act, 1912. "Temporary empli.jrlr.enf." is defined as not inclijdine: "(a)' Employment of 'persons specially en> ■gaged for summer or other seasonal ■Wo-vk;," o'c employment of persons casually engawd at, an hourly rate of pay fit at daily; rates to less than one month." Outside of thoso Workers the Public Service Commissioner, it is provided, mav continue to employ in. the Public Service for such period as he way consider, necessarv persons temporavij.v employed in tho Ihiblic Service on. the coming into force of the Act mentioned, and whose employment ha? been since continued under Section 45 of .that Act. Further, the Commissioner, sjibiect. to the approval of the Governor-in-Council, ■is to make regulations determining the conditions of employment of such persons and prevailing conditions under which they may bo. appointed to. tho Public Service, and that persons appointed under such icgulations "shall not in nnv case obtain precedence over public officers appointed before them."
