A TAX ON BACHELORS.

The form in which the American income tax is finally cast represents ft 'signal victory for the opponents of "raco suicide." It has been decided to eliminate from the Bill a provision allowing immunity from taxation at the rate of £100 for each of two children to each family. The provision was denounced by Mr. Roosevelt as a direct incentive to American parents to limit their offspring to two. Under the Bill as finally passed bachelors will pay a tax on incomes abovo £600, and married couples on incomes above £800. Thoro will be no exemption for children. It is estimated that 425,000 Americans will pay income , tax. Of these 126,000 will, according to the computations of Congress, pay on incomes from £600 to £1000, 178,000 on £1000 to £2000, 53,000 on £3000, 24,500 on £4000,10,500 on £5000, 21,000 on £5000 to £10,000, 6100 on £10,000 to £15,000, 2400 on £15,000 to £20,000, 2500 on £20,000 to £50,000,' 550 on £50,000 to £60,000, 350 on £60,000 to £200,000, and 100 on over £200,000. The tax is estimated to yield £16,413,200.
