Tlio Wanganui men, however, are affiliated with tho New Zealand Waterside Workers' Federation, while the Timaru meii aro outside that body. There are several other waterside uniotrs in Now Zealand which, like Wanganut, remain in their own federation, mid holti aloof from tho Federation of Labour, aiid as all these are vitally interested ill the liow position taken up by tiro -strikers towards tho Timaru men, Mr. G. M'Kay, of Wangantii (secretary of tile New Zealand Waterside Workers' Federation.)', was to-day asked by a "Herald" re'preBentativo what was tlio attitude at his executive. . .

In reply, Mr. M'Kay produced tho rule book, and quoted .Rule 1, which is as follows: —"The liamo of this association shall bo the Ne-w Zealand Waterside Workers' Federation, and it 'shall consist of any number of properly-con-stituted wharf labourers, stevedores, coal la-inpers, and other waterside ■workers' unions as registered tindor the. Industrial Conciliation and Arbitration Act," "That riilo clearly indicates," said Mr. M'Kay, "the action t&at we must take in references to the declaration against Timaru. We must sitnport any Union registered under tho Arbitration Act, and to refuse to uphold tho Act in its entirety would be n distinct breach of the rules under which w aro registered. Consequently, as tho Timaru Union is registered under tho Act, wo cannot join with those . who declare Timaru to bo a 'scab' port. Had Such a line of notion been justifiable at any time, it should liavo been taken when tlio Timaru Union was 1 first formed; Dot. now. Moreover, thoso . who have 11.0'w ■ declared the' Timaru Union to bo a 'scab' union did not refilso, until the present trouble, to handle all cargoes i to and from that port,"'
