LORD HALDANE'S PROPOSAL CONDEMNED. By Telegra-ph—Prese Association—Copyright "Times"—Sydney "Siln" Special Cables. London, November 6. Tho "Times," condemning Lord Haldane's (Lord suggested changes in tho Judicial 'Committeo, says: "Never probably in modem times has the Committee been stronger than it is to-day; rarely has it commanded greater confidence. There is a general opinion among lawyers, including those in the colonies, that, generally, tho character of tho judgments has improved, showing a clear recognition of its duties as a final Court. Decisions given in England are likely to bo more generally accepted than in a place whore a controversy has long raged, and most persons have taken sides."
