Western civilisation and the spread of education in India, have brought with thorn the consciousness that some provision should bo made for the female members of the household so as to ensure them a decent competence. The result is that sovereigns are being absorbed in increasing quantities for the purpose of being melted for ornaments, and there i« no limit to the process. Personal credit where natives are concerned is almost unknown in India. Consequently, for a native who has no Government post, tlio easiest way to raise money is to pledge his wife's or his family's ornaments. Owing to the unwillingness of tile I'le.-idency banks to grant loans on the security of immovable iirouerty, the agricultural population has no alternative but to invost their javlniw in, i'vvrcb. only convenient, popular, ant! cheapest way of raising loans, and there is nothing surprising in the disappearance of an enormous number of sovereigns. In commenting on tile evidence before commission, lvliich was given by natives ns well <i.s by Europeans, "Capitol" arrives at tho following conclusions That not oven tho complete covering- of the country ivith bank? would abolish hoarding as long as tiie present law of succession survives. That tho povc-rty of the Indian people is largely eelf-inflictcd, owing to the unproductive purposes to which they put their earnings, and that the practice of hoarding liatt a firmer foundation thfvn is generally understood.
