UNITED STATES CONGRESSMAN'S SUGGESTION. By Telegraph—Press Association—OopjtlbM (Reo. November 3, 5.10 p.m.) Washington, November 2. Congressman Smith (Maryland) has submitted a resolution, at the instance of tho "Universal Peaco Union" in favour of ceding Alaskan territory to Canada, on- tho grounds that it bars access from the Yukon and Mackenzie basins to the Pacific, and that besides winning Canada's gratitude tho concession would stand the United States in good stead when tho question of a whito alliance against tho yellow races arises.
