Tho AttorneyrGeneral gives a written opinion that five per centum of tho preferential concession to American goods cannot bo granted unless a similar concession is given to other nations. The opinion is based on a proviso, in tho Tariff Law that the preferential clause must not impair the treaty rights of any nation having commercial relations with America. Probably tho whole question will be referred to the Supfeme Court.
