FIVE PER, CENT. CLAUSE CANNOT BE APPLIED. By Telegraph—Press Association—Oopyrljfht Now York, Ootober 29. President Wilson has practically decided to nullify the 5 per ccnt. shipping preferential clause, tho AttorneyGeneral having decided that discount cannot be granted to bottoms without sinultaneously involving tho ships of practically all the other maritime nations. The Administration, therefore, feel that the only course is to declare the clauso inoperative. Formal' decision will be postponed until Congress meets in December. The secrotary of the Treasury, Mr M'Adoo, has already suspended the clauses operation. ■
