Tho Latin States were thereby likely to have their affairs dominated by foreign influences. Such a position was apt to become intolerable, and the nations to the southward of tho United States would be drawn closer to that nation because of theso circumstances. Ho drew an eloquent picture of tho future of the pan-American nations.
