FROM PRESIDENT WILSON. UNITED STATES MANA IN THE AMERICAN REPUBLICS. By Tel«jtras>li-Presg Association -CopyriiM New York, October 27, At Mobile, Alabama, President Wilson, addressing tho Southern Commercial Congross, said the United States sought no nioro territory, and would never try to secure an additional foot by conquest. Tho United States' duty was to emancipate the other American , liepuhlies from the material influences of other countries. Because concessions had been granted to foreign countries the latter were able to influence tho Republics unduly. This was likely to becomo intolerable in certain circumstances. (Rec. October 29, 0.45 a.m.) President Wilson added that_ they had heard of concessions to foreign . capital in Latin America. Tho Latin States were thereby likely to have their affairs dominated by foreign influences. Such a position was apt to become intolerable, and the nations to the southward of tho United States would be drawn closer to that nation because of theso circumstances. Ho drew an eloquent picture of tho future of the pan-American nations.
