TELEPHONES AND WIRELESS. In addition to those features of the Post and Telegraph Amendment Bill which were explained by the PostmasterGoneral (the Hon. R. 11. Such regulations may provide for the detention of any merchant ship on which a broach of the regulations has been made, ponding tho institution and determination of proceedings in respect of such breach and the recovery of any finu imposed & respect thereof. ,
