The questions to be answered are these: Did Captain Seddon go Home to undergo the training for the benefit of tliis country, or did be go to benefit himself? If the latter, then the business method would be to refund the money so expended. The fact of his being' his father's son cannot surely be looked on as a defence of his action, and one would really credit Sir Joseph ; Ward with more common sense than to , advance it, especially a-s he himself had _■ more discretion than to find Govern- 1 ment jiositioiis for alt and sundry mom- j hew of his family. Any other oHicw ' acting in tho same manner would surely ! havfl to justify his position.
