The Navy League has addressed a pronouncement on the naval situation to the people of the Empire, in wßich it declares that the timo has arrivid for the establishment of closer relationship in Imperial defence. : It urges the Imperial Government to take steps immediately to promote closer relationship in Imperial defence. It urges the Imperial Government to take steps 'immediately to promote closer co-operation with her sister nations to create a central Imperial Council to deal with problems of tho Empire's naval defence. Tho pronouncement advocates a standard of two keels to ono in capital ships against the next strongest nation, also the creation of an Imperial squadron to show that the British flag is able 1o enforce diplomatic rights. in any part of the world.
