As a sequel to tho arrest of Altman, i local manager of tho Canadian-Pacific Railroad Company, and three others, 011 suspicion of inducing persons liable for military servico to emigrate to Canada, j. sevoral arrests havo been made at tho offices of other shipping companies, j where tho police discovered that some of the agencies had organised relays of j. automobiles across tho frontiers. Tho ? emigrants were disguised as , wealthy £ tourists. It is believed tho agents are connected with the Canadian-Paeifio Railroad Company. WHOLESALE ARRESTS. (Rec. There have been a hundred arrests over tho emigration question, including tho Commissioner of Industry and Commerce, two Galician sub-governors, who gave assistance and passports, and also a number of Polish Deputies, who are accused of taking bribes, and many of tho polico. Tho economic conditions of t Galicia havo grown steadily worse, T owing to tho Balkan difficulties, _ and <\ many of tho inhabitants are starving.
