Senator Martino has urged' the Senate to repeal tho Hay-Paraoefote Treaty on the ground that it interferes with many American rights. Thoy had received protests against tho Tai'ift Bill's five per cent, rebate'on cargoes carried in American bottoms, ns being a violation of f tho Treaty, but for his own pari he preferred to repeal tho Treaty rather than repeal tho fivo per cent, tariif. Ho predioted that tho United 1 States would have thebestof tho argument if foreign, countries tried to make commercial reprisals. (Roc. Octoßer 18, 0.15 a.m.) Washington, October 17. Replying to tho representations of CJhina regarding tho five per centum differential rate, favouring goods (shipped on American bottoms, the State Department at Washington says that it is unable to define the c-xaot application of the tariff, in law, to foreign ships, until tho Attorney-General's opinion haß been received. President Wilson indicates that he does not desire to seo the clause repealed.
