Sir Thomas Smartt (Leador of the Unionist Party in South Africa), in an interview, declared that tho Opposition would support General Botha, tho Union Premier, in any adoquate schemo for participation in Empire defence. South Africans, said Sir Thomas, should regard tho proposition in the light of a lifo assurance scheme.
CANADA'S DREADNOUGHTS. (Rec. October 18, 0.15 a.m.) Ottawa, October 17. Tho "Free Press" announces, apparently on good authority, that the Government will dispatch Mr. G. H. Perloy with tho British Admiralty as to tli'o (Minister without portfolio) to consult conditions under which Canada will pay for hor three proposed Dreadnoughts.
