' PROPOSALS VOR'EEGISTIUT'ION. A proposal which for many years lias | tbcen before tliis House in a private : member's Hill lias now been embodied in a. Government Bill which was intro- ~ tlucecl vesterday in tho Upper House by ■the iiou. H. I). Hell. This proposal is that- all stallions used for stud-pur-poses shall be. licensed. . - Clause 3 6f Uio Jiill, which is culled /, the Stallions Bill, provides that every owner of a stallion who uses the same for stud purposes or allows it to bo so used 'without possessing a license under ■the Act shall bo liable to a line of £20 : on/a first conviction, and to a lino of - '<£100 on a second or subsequent conviction. • Tho term "stud purposes", does )iot apply whero the stallion and the Suaro'are tho property of the same porson—ln other words a license is not necessary except- whore fee .or .reward is ' concerned. The owner of an 3' thoroughlired stallion registered in- tho New ■Zealand Stud Book as intended for stud purposes,' owner of any stallion in New Zealand or temporarily out of New' Zealand on tlfe commencement of this Act and intended for stud purposes', is liot'obliged to obtain a, licenso :under the Act". Tho provisions for securing the license . '.iro that applications, accompanied, by a vote of £1, must be forwarded to the 'Director of the Live Stock liram-h of itlio Agricultural Department belnro 'July 1 of each year. Thereupon the Director shall arrange for two examiners to cxamino the animal to see if it is )Free from disease. Licenses issued arc to remain in-force for one year in the case of a stallion under six years of age; for two years when the stallion is botweon six and eiglit years of age; and for the rest of his life 111 the case oF an animal above eight years. If a licenso is fit flny tinio refused, then tho owner - of "tho horso is to bo entitled to. v a copy of tho examiner's report,- and 'may demand a re-examination, but thereafter the decision of tho Director shall be final. The age- ol stallions is to bo computed from the August 1 nearest to its birth, lSxainiiiers.aiul directors must bo members ol the Koyal College of Veterinary Surgeons, or the holders of a diploma granted by some .approved authority.
