CONSTITUTION OF THE COUNCIL. Tho Victoria Collogo Amendment Billj introduced into tho Legislative Council yesterday by. tho Hon. H. D. Bell has boon circulated.' Tho principal purpose of tho Bill is to amend tho constitution of the/council of tho college, and to name tho institution tho Victoria University College, instead of Victoria Colloge. Section 3 providos that tho council shall be constituted as follows: —(a) A group of two members appointed by tho Governor, (b) A group of two members appointed by' tho Professorial Board of the collogo. i(c) A group of four member? elected by' the District Court of Convocation of tho Victoria University District, (d) One member .appointee! by the Wellington City Council. (o) A group of two members elected by the members of the education boards of education districts whollv or partly within the Victoria University District, (f) One member elected by the governing badics of tho secondary sdTiools in tho Victoria Univorsity District, (g) A group of two members elected by tho teachers in public schools in tho Victoria University District, holding certificates of competency, (h) One member elected by those teachers in secondary schools and in day technical sclioolb in tho Victoria University District, who aro graduates of any British chartered ■University, or are holders of certificates of competency. The other clauses in tho Bill aro mainly amendments consequent upon .tho changed constitution of tho College Council. It is provided in Clause fi of t.lie Bill that no member of the Professorial Board shall be a member of tho council unless lie is appointed ai member by the board, porsuant to paragraph (b) of Section 3 (quoted above). An exactly similar measure has been introduced by the. TTon. slr. Bell affect- i ing Canterbury College.
