A NEW DEPARTURE.
CHANGE FROM WHAT USED TO BE. Apparently tho appointment of a onetime Liberal Ministor to the Legislative Council failed to satisfy Mr. G. W. Russell, for whop tho most recent appointment was announced he asked the 'Prime Minister the following question in the House: —"Whether tho Government will State what- significance. is attachable to their' action in making still aiiothor appointment to tho Legislative Council for seven years, in viow of their professed proposals for the reform of that botly and the election of its members?"
Tho following reply was givon by the Prime Minister yesterday:—"The significance to be attached to the Government's action in tho inattor referred to is that in advising the appointment of Sir William Hall-Jones tho Government has- established a reform, and has departed from tho practice that has prevailed since tho alteration of tho constitution of tho Council in th'o year 1891 of regarding party considerations only, and of ignoring'high public servico, in tho solcotion of members to servo in that branch of tho Legislature."
