Tho "Capo Argus" says that if it is not worth whilo to hold a naval conferenco, somo peoplo will prcsunio that tho naval situation is not disquieting, as suggested in Mr. Churchill's Canadian memorandum. Nevertheless, tho need for Imperial co-operation in sea defenco is as imperative as over. " AUSTRIAN NAVY ESTIMATES. VOTE OP SIX MILLIONS. (Rec. Octobor 8, 10.30 p.m.) Vienna, October 8. Tho Navy Estimates *proposo an extraordinary vote of\ £6,000,000. Two super-Dreadnoughts .will bo laid down at the beginning of 1914, and two others in 1915. Thero is much discussion as to _Austria's relations with Germauy, which is dissatisfied with Austria's changeable Balkan policy, particularly in Albania. Austria is jealous of Germany gaining new markots, whilo she herself was estranged from her best oustomors (tho Balkan States). A HUCE VOTE. RUSSIAN NAVAL ESTIMATES, (Rec. Octobor 9. 0.20 a.m.) St. Petersburg, October 8. The Navy Estimates, which have been presented to the Duma, total £26,800,000, being increased by £2,400,000 owing to tho construction of Dreadnoughts.
