RIGG moved: "That it be!.a recommendation to- the- Joint House. Committee >to grant entries to Bellamy's > to 1 ex-members of the Now Zealand Parliament on nonpitting days, subject-to'such restrictions as the committed may determine." ; 'Tho motion' was "discussed at some length,- and finally it was defeated by 1-5 votes.tp.,ll. ' • : THE ARCHITECTS BILL. . The' New Zealand Institute of Architects Bill was committed. Several speakers, suggested that the Bill in its reduced .form as it had left the House was of little or no valuo to ths architects'or to anybody else, and that therefore it ought not to bo placed on- the Statute 'Book.' Tho architects had' not nsked-ior the withdrawal of the Bill,, but this, it -was suggested, might b?..due to tho fact that they wore indif-ferent,-and, sinco'they had not got the powers-they sought in promoting tho Bill, thait -they 'were now no longer concerned about it.'-'This suggestion came from the Hon. J. Dutliie, wlio also made the further suggestion that tho Bill ought to bo delayed until Tuesday in order that tho wishes of architects concerning the Bill could be ascertained. The Hon. 11. D. Bell promised to move to report progress when the last clause was reached. This honourable members thought unnecessary, however, and tho Bill was reported without amendments, read a third time, and passed. LOCAL ELECTIONS. , The Local Elections and Polls Amendment Bill was i committed. A possiblo defect, in Clause 3, referring to the consent of a candidate to bo nominated being required to be transmitted to tho returning officer in certain ways, was pointed out to the Jlinister, and ho said ho would report progress in order that ho might look into the matter. Consideration of two other clauses was postponed in order that apparent faults in form should bo remedied. Progress was reported in ordor that further consideration could bo given to those clauses. THE LOAN BILL. The Aid to Public Works and Land Settlement Bill was put through all stages and passed. Tho Council rose at 4.50 p.m.
