The five per cent, rebate provided by the Underwood Law oil goods imported on American bottoms is causing some t commotion. The estimated rebates will cost tho ( United States two million sterling per j annum. _ \ According t-o an unofficial judgment, t tho American carrying trade from Aus- ( tralia and West Indies will bo given preferential treatment over Imperial carrying trade. American vessels oil the . Great Lakes will have some advantage . over their Canadian rivals. Washington fears that Canada and Germany will institute a fiscal retaliation standard. Tho New York Supremo | Court will probably bo compelled to interpret the rebate clause as wording is obscuro enough to mako suits practically certain. Senator Underwood states that it will bo several years before the effects of the tariff aro felt in the lowered prices. '
