UNIVERSITY REFORM.
VICTORIA COLLEGE SCHEME. SUGGESTED INNOVATIONS. A BOARD OF BTUDIES. Below are given details of a schema for the reconstitution of tho University of New Zealand, which has been submitted to tho Senate by tho Victoria College District Court of Convocation. PART I.—-THE COLLEGES. 1. Each of the constituent colleges of tho Univorsit-y shall have — i. A council. ii. A Professorial Board, and iii. A District Court. 2. The council shall in each case consist of:—(i.) Ono member appointed by tho Governor in Council; (ii.) four members elected by tho District Court; (iii.) two members of the teaching staff of tho college, elected by tho Professorial Board, who,shall bo tho only members of tho teaching staff on the College Council; and (iv.) two members to be elected by tho other seven. 3. Members of college councils shall hold office for four years. Elected members shall retire in rotation biennially, and shall be eligible for re-elec-tion. 4. Tho College Council shall have bupremo control of tho college. THE PROFESSORIAL BOARDS. 5. The Professorial Board shall in each case consist of all the professors and independent lecturers of tho col- ■ lege. G. The Professorial Board shall bo organised into faculties. 7. Tho faculties shall includo ©very member of the teaching staff of tho college. 8. Every faculty Bhall have power to add to the number of its members by cooptatiou; but membership of a faculty shall not constitute membership of the Professorial Board. 9. The Professorial Board shall exerciso tho functions now entrusted to it by statute. THE DISTRICT COURTS. 10. Tho District Court shall in each caso consist of—(i.) All masters and doctors of tho University of New Zealand resident in tho college district, whether original or admitted ad eundem gradum, whoso names are on the roll of tho court; (ii.) all Bachelors of tho University of Now Zealand resident in the college district, whether original or admitted ad oundem gradum, of not less than three years' standing, whoso names aro on the roll of tho court, (iii.) Such persons as tho College Council may from timo to time appoint, whether as substantial benefactors to one of tho colleges or to tho University, or as representative of any commercial, industrial, professional, or educational society, institution, or association, within the college district. 11. (1) Members appointed by tho Collego Council shall hold office for five years. (2) Not more than twenty persons, or than twenty per cent, of tho total numbor of graduates on tho roll, whichever be the greater number, shall be appointed by the council under section 10 hereof; and not more than onefifth of the possible number shall bo so appointed in any one year. 12. Any graduate not enrolled within six months after qualification shall liot be entitled to voto until six mouths after enrolment. . 13. The District Court shall' have power of election to the College Council .of its district, and power to make recommendations to any of the bodies connected with the University or with any of the colleges. PART lI—THE UNIVERSITY. 14. The University shall be goveriied by— (i.) Tho Senate; and ii. The Board of Studies. THE SENATE., 1 15. The Senate shall consist- of tliirtythreo members, being—(i) Tho seven non-professorial members of ench of the four Collego,Councils; (ii.) tho chairman of each of the four Professorial Coards; and (iii.) the Inspector-Gen-eral of Schools. 16. Tho Senate shall have control of University funds, and supremo academic control of the University. THE BOARD OF STUDIES. 17. Tho Board of Studies shall consist of all the Professors of the University. " 18. The Board of Studios shall have power to inako recommendations to the Senate as to degrees and diplomas, scholarships and prizes, courses of study and examinations.
