Mr. Alexander Uro (Lord Advocate for Scotland), in a speech at Birmingham, forecasted tlio main lines of tho now Laud Reform polioy of tho Liberal Government. The measure would follow tho lines of the Scottish Land Act and must establish an independent body between the landowner and tho small tenant, while tho town tenants who suffered from land monopoly should b.e enabled to got a renowal of their tenancy from an independent tribunal. Neutral boards would fix tho agricultural labourers' living wage.
