FEATURE OF ITALY'S NEXT ELECTION.

By Telegraph—Press Association—Copyright Rome, September 29. _ Tho Premier, Signov Giolitti, has decided to dissolve Parliament. The chief feature of the elections, at tho end of October next, will bo that tho electors will havo increased from 3.247,722 to 8,635,148, comprising all illiterates who have served in tho army, and all males over 30 years of ago. Kinematographs aTo being used' to teach illiterate persons how to vote.

Secondary education in.tho Hutfc Valley was a matter under discussion at yesterday's meeting of tho AVellington Education Board. Two letters, received by the board, had reference to tho question, one being from the managers of the Technical School,_ Petorie, and the other from the District High School Committee, Petone. It appeared that tho managers favoured tho proposal to start a Technical Day School in place of the present High School, but tho High School Committee, while they favoured a • pioporly-equippcd High School for tho whole of the TTutt Valley, disapproved of disestablishing tho presont institution, until such a school was erected to take its place. Tho .chairman* (Mr. linbt. Leo) explained that tho present. High School at Pctono was in what was known as Price's building. Tho inspectors . reported that this was" not satisfactory. They suggested that it should bo abolished, and that additional accommodation should bo provided at the Technical School for day classes. Discussion of the two lettors followed, and eventually on tho motion of Mr. J. G. W. Aitken it was deoided that consideration of tho matter bo deferred, and that a. sub-com-mitteo, consisting of the town members and representatives of the Itntt and Horowhcnua Wards be detailed to report upon tho matter at tho noxt meeting.
