Tho Minister, he 'continued, should come to a decision in his own mind which of these three Departments ho wanted to hold, and if lie was able, to make a selection the GovI eminent ought to relievo him of one of lliese Departments. IJo would not like to express an opinion an to which portfolio he would like to see tho Minister relieved of. Mr. Wilford suggested Defence. Mr. Russell: Well, I won't say that. Whatever ho does he puts his soul into it. . . . The point I want to make is that- fhn lion, gentleman cannot exercise that close supervision over the expenditure in each Department that is absolutely necessary if the country is to £et the best possible results from that expenditure, if he has two other Departments to control as well."
