Tlio Tariff Conferenco lias been, uiuililo to agreo to tlio proposed fyax on trado iu "cotton futures, and it has been decided to refer tho whole' question to both Houses of Congress. Several conferences at the .White House also proved fruitless. Tho conference dccided in favour of a tariff rebate of 5 per cent, on goods brought in American "bottoms" from those countries in which treaties prohibit discrimination. The remaining countries will not bo affected. Tho conferenco defeated a retaliatory tariff ■proposal enabling the President to assess extra tariffs against countries discriminating against the United States. This latter decision 'makes it unnecessary to pass any supplementary measure for continuing existing trade relations. The Bill retains the clause giving the President authority to negotiate reciprocity measures.
