(2) Tliat in viow of the agreement that exists botween the shipping companies, Harbour Board, and Waterside Workers, the board take into con-, isideration and determino what action should' bo followed .to mark the board's disapproval of tho casual workers in objecting to work tho salved cargo ex tho stranded steamer Devon on Monday, September 1, 1918.
