Clause ois not'iimporta-nt, being practically a complement of Clause 4. C L ERK OF PA RLI AM E NT. The Legislative. I Athcndment ' Bill, 1913, was passed' through all its stages. The Hon. H. D. BELL explained 1 that the Bill was merely a formal measure, rendered necessary by the illness of tho Clerk of Parliament, Mr. Stowe. The law did not provide for anyone hcting as his deputy, and tho Bill was to mako provision for this. Ho (Mr. Bell) was x glad to bo able to say that the need for the Bill was not; so pressing as it seemed likely to be whon it was drawn, for Mr.-: Stoivo was rapidly recovering.
