ENGLISH RURAL POLICY.
FRAMED BY AN UNOFFICIAL COMMITTEE. By Telegraph—Press Association—Copyright London, September 17. _ The authors of the Unionists' Agricultural Policy are an unofficial committee, nominated two years ago, with Mr. Balfour's approval. Prominent Unionists issued a pamphlet formulating an agricultural policy. Tho pamphlet advocated the application of tlio Trad® Boards Act to low-wagp districts, tlio adoption of the colony system of cooperation for small holders, provision of land near villages ' for deserving inhabitants, grants to local authorities for rural cottages, and a more economical system of marketing.
