RURAL LANDS IN ENGLAND.
UNIONISTS' POLICY PAMPHLET. By Telegraph—Pross Association—Oopyrichl (Rec. September 17, 11.40 .p.m.) London, September 17. Prominent Unionists have issued a' pamphlot formulating an agricultural policy. The pamphlet advocates tho application of the Trade Boards Act to low-wage districts, the adoption of tho colony system of co-opcration for small holders, tho provision of land near villages for desorving inhabitants, grants to local authorities for rural cottages, and a more economical system of marketing. It is estimated, that "intensive" cut; tivation would employ an extra haltmillion of farm workers.
