The pamphlet advocates tho application of the Trade Boards Act to low-wage districts, the adoption of tho colony system of co-opcration for small holders, tho provision of land near villages for desorving inhabitants, grants to local authorities for rural cottages, and a more economical system of marketing. It is estimated, that "intensive" cut; tivation would employ an extra haltmillion of farm workers.
