DISLOYAL SPEECH.
LABOUR MAYOR ON'HIS DEFENCE,

Melbourne, September 17. At a meoting of the Richmond Town Council, Mr. Webber, tho Mayor, defending himself against tho charges of disloyalty preferred against him on account of his recent omission of the loyal toast at a public function, declared that he had been persecuted by the pross because ho had the courage of his convictions. Ho disclaimed any feeling of disloyalty, contending that similar opinions regarding monarchical government had been expressed by tho Labour Primo Minister (Mr. Fisher) and other leading politicians. They had not been called tj account.Ho realised that in his publio position ho had no right to forco his views upon others, andr would bear this in mind at future functions.
