WESTPORT HARBOUR INQUIRY.

Witness contended that the board should have retained control of this land in viow of probablo future, harbour developments. Ho thought that the board had now ceased to be a political doss-house. Captain Lambert, of. the s.s, Arahura, gave evidence similar to that of tho other captains. He . made additional recommendations which, from his experience as a shipping master 1 with thirty years' experience of tho port, would (he thought) improvo the position for handling shipping. , G. A. Webster, sub-foreman, brought from Auckland, as an expert on ferrocohcroEe work, described what he alleged to have occurred. About onefourth of the time lie was there the men had not work to do, and simply filled in time, the material boing irregularly supplied. He condemned the cement used for part of work. Witness, under tho engineer's instructions, doubled the amount of cement used.,' He considered the wharfage faultily constructed.
