Sir, —In reference to your correspondent, "Thomas Prosser," writing on tlio ."party system," I would like to point out to him it is quite timo enough to talk about an Elective Executive when wo havo reformed our electoral system. Commenco at the beginning; don't put tho cart before tho horse, as we havo been doing in politics. You can't have "clear-headed and efficient members until you'do away with parish-pump elections, and tho ignorant but scheming little cliques who work tho present rotten electoral system for - their own purposes. —I am, etc., 1 1 .
