GOVERNOR SULZER DIVESTED OF AUTHORITY. By Telegraph—Pross Association—Copyright 1 Nov; York, September 11. The Court has decided that Mr. Sulzer has been regularly impeached, and has divested him of his executive functions as Governor whilo he is awaiting the impeachment trial. Governor Sulzor was impeached on a charge of using his political party's funds for privato speculation on tho Stock Exchango. '
