EXPENSES"EXTRAORDINARILY GREAT'.' AN INTERESTING DISCUSSION. A meeting of the Citizens' Carnival Committee was held in the City Council Chamber last evening, his Worship tho Mayor (Mr. J. I*. Luke) presiding. It was announced that his Excellency the Governor had intimated his acceptance of the office of patron of the Citizens' Carnival Association. An ofi'er was received of the services of the Tramways Band for the next Carnival, provided it could obtain leave of ab--senee for it.3>members to play. Mr. A. T. Clarke, was appointed to the position of auditor. _ . ; Tho name of Mr. Levistram was added to tlio Sports Committee, and that of Mr. Petherick to the Physical Drill Committee. The names of Lady Ward, Mesdames Corrigan, and'lCirby, and Miss Sidoy were added to the Stalls Committee. A member of each sub-committee was added to the Advertising Committee. Similar action was taken respecting the Grounds Committee. ... -Towards tho end,of the meeting Mr. ICcesing stated that the Carnival held last Easter was not what he thought it would be. He imagined it was going to bo arranged more on t'he lines of a Continental Carnival. Here the -business people'did not enter into the spirit of tho function. He would like to know if a Jioliday would be declared in connection with the Carnival._ He know that ihera were many business people who would have been willing to close had they been asked to do so. They had made a' signal success of the Carnival in Napier, where tlio whole of the people participated, and the streets were decorated. He would liko to see a much more general interest taken in tho Carnival. The following were appointed chairmen of committees:—Physical Drill Committee, Captain FraiPdi; Side-shows Committee, Mr. Geo. Frost; Sports Committee!. Mr. A. Marryatt; Spectacular and Children's Displays Committee, Mr. Amos; Stalls Committee; Mrs. Fletcher; Printing Advertising, and son: Grounds .Committee, Mr. C. G. Wilson; Grounds Committee, Mr. W. H. Morton; Reception,. Concert, and Entertainment Committee, Mr. R Fletcher. Mr. C. G. Wilson proposed that there shou.l.d bo a Finance Committee to keep a wary eyo on the finances of tho Carnival. He proposed the Mayor, Messrs. C. R. Smith, T. S:'Ronaldson, W. Macintosh, and AV. H. Pollock. On a sug--,gestibn Mr. -C. G. Wilson's name was added. , Mr. J. P. Firth said that in his opinion the expenses of tfe last Carnival had been extraordinarily great. They had received neafly £3000 m, revenue, and of that amount some £1100 went in expenses. He hoped that a Financk Committee would be appointed which would keep a strong rein on the finances and see that no chairman of a sub-conimittee-spent any money without tho Finance Committee's consent. Mr. A. Paape proposed as an amendment that the matter be left to tho Executive Committee, and in doing so stated that it would not be wise to appoint a separate committee to control tho finances, the members .of which knew nothing about what was going on and what was wanted.' He said that it was generally those people who did the least work who talked tho most about tho expenditure. Mr. M. F. Luokio seconded the amendment. It was, lie thought, anomalous to have an executive whose actions could bo reviewed by a Finance Committee.. Mr. Paape said that in the last Carnival held in Lancaster Park (Christclmrcli) the receipts were £1455 and the expenses £763 —mors than half the receipts, whereas in Wellington the expenses were only a third. The Mayor was inclined to think that 40 per cent, c-f the receipts was- too much, for expense:;, and addied that the mention of it would make, them all the more careful in tho future. On the amendment being put, it was carricd on a show of hands by 16 votes to 6.
