Mr. Balfour's speech at Haddington has given an impulse to tho expectation.that there will be a general election in the spring. The -Unionist organisation is speeding up preparations. Liberal newspapers, however, deride tho possibility of an election being held before the Homo Rule Bill has been passed a third time by tho House of Commons.
