London, Soptembor 5. 'A steam collier seriously collided with tHie Dover pier, owing to tlio harbour authorities flashing- powerful* searchlights, ivl\ich practically blinded all aboard the collier. Other vessels in the Channel oomplain, of the danger from tho uso of searcihlights.
