INCENDIARY SPEECHMAKER ARRESTED.
SENSATION AJ JOHANNESBURG. By Telegraph—Press Association—Oopyrisht (ReCy.Soptem&er 3, 11.10 p.irf.) ' Johannesburg, September 3. A sensation was caused in Labour circles when James Clark, a momber of the Town Council, was called out from a council meeting and was arrested for making an incendiary speech on Saturday. Clark has been allowed bail.
