NO REHEARING TO BE CRANTED. THE MINISTER'S REASON Following is the text of the Minister's reply:— "I have to acknowledge the receipt of your letter of eve.ni date in which you request mo to order a rehearing of tho nautical inquiry wfliioh has just concluded its hearing of tho Devon case. Upon reviewing the circumstances of tho case I regret I am uiia.blc to comply with your request. Replying briefly to the points raised in your letter, I mav say that neither the Secretary of Marine nor myself had any knowledge, at the time cf Captain Black's apjwintment, of any private correspondence or. negotiations which had passed between Captain Black audi Captain Caunce. lui any case this point docs not appeair to mo to materially affect the case, since the finding of the Court was arrived at without the concurrence of Captain Black. May I point out fuather that Captain Black, to whoso appointment you take exception, was tho member of tho Court who dissented from tho finding with regard to the suspension of tho certificate. It appears to me, therefore, unreasonable to suggest that a. rdiearing should be ordered on the grounds that the tribunal was in any way prejudiced against Captain Caunce."
