The Duke of ■ Bedford, in a letter to the "Times," points out that Army rej forms have resulted in an increased f expenditure of £223,000, and that while 1 tho establishment has been reduced to , 145,000, .the number of men sorving is only 106,000. He adds: "Tho safety of the Empire absolutely depends on.keep--ing our foreign garrisons up to tho full establishment, for by our own unaided strength we must stand or fall. AVe i cannot expect support from tho Navy, bccause naval strategy confines the whole fleet to the North Sea."
