CITIZENS' CARNIVAL.
BUSINESS DETAILS. AN ASSOCIATION FORMED. Tho first annual meeting of tlie Wellington Citizens' Carnival Association ivas liekl in tlie Town Hnll last evening, tliero being an attendance of about 40 sitiaons. The Mayor (Sir. J. I'. Luke) presided. Tho annual report was read by tho icting-secrotar.y (.Mr. A. A. Paape). It Jetailed tho steps which had been taken to establish the carnival in whicU some 1500 peoplo had taken part as workers. I'he carnival had been a hugo success, md the net result (£1832) exceeded the nost sanguine expectations. One aspect which must not bo overlooked was the impetus it had given to business at Eastertide. This was shown by the injrease of £399 in tramway receipts over tho same days—Easter Saturday, Sunlay, and Monday—of last year. Reference was made to functions other than those at, Newtown Park, .which bad resulted in the raising of an additional £300. Thanks wero expressed to tho retiring secretary (Mr. J. M'Boan), tho press, and those who had given donations in cash to the fund. Tno expenlituro of tho fund was in the hands of i committee of the City Council, with ivliom wero acting six citizens. Tho proceeds wore being expended on tho Nairn Street Reserve. Detailed accounts wero also presented, showing tho proceeds of the various functions, and tho expenditure. Tho Mayor moved the adoption of tho report and balance-sheet. He complimented all those connected with tho carnival on its excellent results. A great leal of credit was due to the late Mayor (Mr. D. M'Laren) and Mrs, M'Laren. (Applause.) Councillor R. Fletcher seconded tho motion, Mr. J. P. Firth asked wnat was vlio total expenditure in- connection with tho carnival. Mr. Luke read a list showing that £1103 4s. 9d. had been expended. Mr. Firth: That seems rather a large Bum; Councillor W. H. P. Barber pointed but that some of tlio largest sums expended. had been paid to tlie City Council which had reduced its accounts by about one-half. Nono of the departments had made a profit out of tho carnival. . ' Tho Mayor said that tho council had donated £127 4s. 7d. towards tho carnival. . . Mr. Firth asked what had become of. tho piano donated to the carnival. Mr. C. G. Wilson, in whose hands the disposal of the piano had been left, said that he had understood that the piano was a new one. When ho found that the instrument was a second-hand ono, he had had some diffidence .about its disposal. Tho piano was still there, and the executive could deal with tho matter. j Councillors Fletcher and Frost pointed out that a good deal of the expenditure at the last carnival was non-rccur-ring. The report and balance-sheet wore adopted. i The committee set up to administer the fund also brought down a report detailing tho\steps taken to decide on tho object to which it should be devoted. Tho Mayor said that the City Engineer (Mr. W. H. Morton) was busily engaged on the, preparation of the plans for the now park. They were going to ha,vo a. splendid reoreation ground at Nairn Street. . ...Councillor M. Lucbie said that the new,ground would require as much money as could be raised at two or three carnivals. They must see that the next carnivals were successful. Several speakers spoke of the committee's selection as a most admirable one. The roport was adopted. ■ Tho Mayor moved that the City Council bo recommended to call the new resorve Contral Park. Several spoakers thought that the Question of tho name should bo allowed to stand over in the meantime. An amendment by Councillor Fletcher that the name Citizens' Park be adopted was defeated, and the Mayor's motion carried. Tho draft of rules of the association was adopted. The rules provide for the holding of a carnival each year. Anj citizen may .become a member of tho association by sending his or her name to the secretary. Funds raised by tilt association shall be paid to the Citj Council, to be placed to,-the credit of a special account, on which the City Council will allow interest at tho rate paid to depositors on the credit balance. Tho fund shall bo administered by a committee consisting of the Mayor, tho chairman of the Reserves Committee, and six citizens—four gentlemen and two ladies. Officers for tho year were appointed as follow: —Patron, his Excellency tho Governor; president, tho Mayor; vicepresidents, Messrs. C. G. Wilson and .T. P. Firth. The election of tho secretary and treasurer was left in the hands of tho executive. Councillor Luckie moved that tho next carnival be held about tho third week in January, so as to include Anniversary Day. Easter would come far too late next year, and it was essential that at least one public holiday should occur in the carnival wcek> ' It was pointed out that' the Early Settlers' Association had already received permission from tlie City Council to mako use of Newtown Park next Anniversary Day. Councillor Frost thought that tho Early Settlers' Association would bo willing to incorporate its function with the carnival. • The Mayor thought that the carnival should be held at the end of February, and that the precise date should bo left, to the executive. An amendment moved bv Mr. Paape that the date be left in the hands of tho executive was carried. It was decided that sub-committees bo elected' to deal 'with: Sports: physical drill,. scouts, and militarv displays; side-shows; spectacular. and children's displays; stalls; printing, advertising, and art union : grounds, reception. concert, and entertainment. From tlieso the executive will be elected. A subcommittee, consisting of tho • Mayor, Messrs. Wilson, Paape, Fletcher, Frost. Firth. Hill,' Watkin.i, mid Miss Bland, Mesdames Tiuko and Fletcher, was set up to make nominations for the various, subcommittees. This committer will report on September 11. to which date the meet-ins was adjourned. Tlie Mayor expressed his appreciation n? the work of Mr. Paape. to whom a hearty vote of thanks was accorded.
