General Hertzog's, Rustenburg. meeting passed a vote of confidence in General Hertzog, and a resolution in favour of a new leader, who should bo neither Hertzog nor General Botha. (Rec. August 28, 9.55 p.m.) Cape Tov/n, August 28. The majority of the Transvaal newspapers describe General Botha's speecli as a tactical deliverance, restricted to electioneering exigencies. They urge the need of the enunciation of a definite policy concerning national problems.
