Schroiner, K.C., exPrcmior of Capo Colony, mado a notablo speech. Ho said ho hoped tho proposed Imperial Council would become an established fact. Problems of Empire could then be laid before a common council of the Motherland and Dominions, which would thus got to know more of eadi other's needs and the circumstances essential to tho upkeep of the spirit of Empire. South Africa was true to the ideal of Empire, and, though possessing her own peculiar problems, recognised her responsibilities. With regardl to tho Navy, Mr. Schroiner vempliasised tho point that separate navjes for Canada and Australia did not indicate a desiro to deride in Imperial matters. The warships are receiving orowds of sightseers', who are being conveycd(by special trains from far inland. CANADA'S RESPONSIBILITIES. " ("Times"—Sydney "Sun" Special Gables.) (Rec. August 26, 6.30 p.m.) Ottawa, August 26. The Prime Minister, Ml'. Borden, at tho opening of the National Exhibition at Toronto, insisted that Canadians had responsibilities to the Empire as well .as to the Dominion, and lie was confident that they would not evade their legitimate Imperial obligations.
