"ONLY ORUMB OF COMFORT." By Telegraph—Presa Association—Oopyriffht London, August 22. Tho "Shipping Gazette" is surprised that the Royal Assent has been given to tho Australian Navigation Act. The only crumb of comfort for British shipowners is tho possibility of tho Cook Government exercising tho power to exempt British shipping.
Under the provisions of the Navigation Act tlio steamers trading in Australian waters must comply with Australian conditions of pay and manning. No British or foreign ship without a special licenso will be alio trod to carry passengers between Commonwealth ports. Tho Act will not bo proclaimed for some time in order to allow owners ample time to make tlio necessary structural alterations to vessels.
