We are leaning upon France in the Mediterranean, the United States in the Carribean Sea, and Japan in the Pacific, and while our French and Russian partners in the Entente are taking strenuous action to preserve the balance of power, we demonstrate conclusively by our inaction that tho balance is nothing to us. We are unable adequately to protect ourselves or afford effective support to our friends in the Entente."
