MILITARISM IN EUROPE.
ENGLAND LEANING UPON HER FRIENDS. By Telesr&ph—Press Association—OoDyrizilt ("Times"—Sydney "Sun" Special Cables.) London, August 22. The "Times," in a special article on "Militarism in Europe ' emphasises the fact that- England is not increasing her forces, and says, "If the growth of militarism continues, the least we can do is to add weight to the Triple Entente by means of free naval and expeditionary. forces for offensive war. Bat these things are impracticable until we create a national Army that will deprive the enemy of the temptation. to attack us. We are leaning upon France in the Mediterranean, the United States in the Carribean Sea, and Japan in the Pacific, and while our French and Russian partners in the Entente are taking strenuous action to preserve the balance of power, we demonstrate conclusively by our inaction that tho balance is nothing to us. We are unable adequately to protect ourselves or afford effective support to our friends in the Entente."
